Does using the meta geo tag help a website in anyway? Well the answer to that question is no, google has moved on from the time where it used to use meta geo tags to display your website in the right search results for each country.

If you do have a French website and have content for both google.fr and google.com then you can buy both TLD’s for your domain so for example example.com and example.fr and permanently redirect the domains.
